    SHIRLEY FRANKLIN

When the story of Atlanta is told, the names of many powerful women must be included. Among them is Shirley Franklin, who made history as the first woman elected mayor of Atlanta and the first Black woman to lead a major Southern city.

Elected in 2001, Franklin stepped into leadership during a time when the city was facing serious financial challenges. With determination and vision, she helped restore Atlanta’s financial stability, rebuilt trust in city government, and strengthened infrastructure across the city. Her leadership proved that strong, thoughtful governance could transform a city.

But Shirley Franklin’s legacy extends beyond policy and politics. She inspired generations of women—especially Black women—to see themselves as leaders in spaces where they had historically been overlooked. Her success helped pave the way for women to take on greater roles in public service, business, and community leadership throughout Georgia.
